1.Can you cut these? I’m afraid they’ll be a little too long for my cups.?

2. will these fit a zak water bottle, and if not, are they returnable??
Answer:They perfectly fit a 7 1/2 inch high tumbler. There are many zak bottles, you would have to measure yours.
3.Does the surface of these straws feel kind of grippy, or are they more slick/glossy/smooth??

4.Would a pencil fit in these??
Answer:Sorry I have not tried to place a pencil in these straws. But, these straws are "much" bigger than a common straw; so it might work
